Human capital in any organization is the main factor in creating value, sustaining performance, and driving change. Despite this important position, many organizations face a situation in which a significant portion of potential human capacities is not activated and remains as “stagnant human capital” (AL-Orbawi, Al-Abedi., 2024). Stagnation of human capital is a gradual phenomenon that is created by the accumulation of various structural, motivational, managerial, and environmental factors, and creates a significant gap between the actual and potential capabilities of employees. In addition to reducing productivity, this situation causes burnout, loss of motivation, reduced creativity, reduced participation, and the formation of a cycle of organizational inefficiency (Knies et al., 2024). In fact, the existence of stagnant human capital is a waste of capacity that not only prevents the organization from achieving desired performance, but also imposes hidden and obvious costs on the organization. In order to achieve their goals and respond to the needs of the changing environment, organizations are forced to activate human capacities and empower this silent but valuable part of their resources; which increases the importance of research in the field of empowering stagnant human capital and ultimately the productivity of the organization. For almost more than a decade, management and human resources researchers have been seriously seeking to identify the causes of reduced productivity, slowing performance growth, and unused human capacities in government and non-government organizations (Ciaffi et al, 2024). A significant part of these studies shows that although technological advances and digitalization have developed at a remarkable pace, these developments have not necessarily led to a proportional improvement in labor productivity and the actualization of human capital capabilities. This situation reflects the paradox previously raised by Solo (1987): “What everyone feels has been a technological revolution, a radical change in our productive life, has been accompanied everywhere, including Japan, by a decline in productivity growth, not by a step increase. You can see the computer age everywhere except in the statistics of human resource productivity..” This statement means that despite the spread of new technologies, their effects on human resource productivity indicators are not directly and evenly observed. In fact, the issue of development and the changes it brings, along with the slowdown in labor productivity growth and the stagnation of human capital of organizations, is still in the center of attention. (Alsubaihi et al, 2020).
(Alsubaihi et al, 2020).</OtherAbstract>
